I want to start modding

So i have been and fan of the Eldar scrolls ever since Morrowind and have enjoyed playing some of the amazing mods out there that people make and finally i decided to try my hand at modding by starting with something simple and working my way up to bigger things. So i was just wondering if anyone could point me in the right direction of some good guided to get started and what tools i will be needing along with the construction set.

Look in the article database for an article titled "How to make mods"

 

there are more tutorials and tools today than ever before...so expect to do a lot of reading. The CS Wiki is the primary repository for tutorials.

i can easily answer that:

 

textures - gimp (i use paint.net)

models - nifskope

Notepad - For Keeping Track of Coordinates and names and such (one of my best "friends")

TES4Files - For Packaging Mods

 

And Your Imagination!!!

 

by the way i am developing a new program for windows that is a big tool for oblivion or at least gonna be

I have photoshop CS4 will i be able to use it for handling textures and .dds files?

Yes, gimp is the free way to do textures if you can't afford photoshop! But photoshop you can use too!

Oh here is fantastic walk through on the cs, its a little simpler then i thought it would be, i managed to place my first object in world with this walk through.
