Levelled Monster Fix

As I was checking out the mod database, I looked for levelled creature fixes, and all I found was a no Levelled creatures at all mod. Is this going to drastically reduce the difficulty level, or reduce it just enough to be not too difficult. As well, would it be possible to create a mod that would reduce the levelling effects so that monsters don't level as fast? I'd do it, but I suck donkey anus at balancing stats and such. Or is there a mod that does this and I'm just missing it?

Actually this makes the game very very very very hard. It allows for lower creatures to be used as the levelled ones, but usally what happens is higher level creatures. For example, the Kvatch fight, instead of my char fighting daedra levelled to fire atronarchs, they were all sorts of big bad beasties, spider things and x-somethings.

 

I will use it as soon as I am mid level, for right now though it seems that it opens more higher-than-me possibilities than the other way around.
