Expansion packs sound like big, massive updates that create new worlds or drastically alter the original. And, as Anty said, Happy New year! Expansion Packs are similar, but are usually more substantial in nature, add new features to the existing game, and are often buyable from actual stores. The line between them however is a bit blurred as more and more things go toward internet activation/sales, and game additions being smaller. The best clear example I can give as to the differences would be in comparing the Shivering Isles expansion for Oblivion with Knights of the Nine DLC. SI was a world unto itself, adding many more hours of play, many quests, and new areas to explore. KotN however was a single questline which takes place in the same world and areas as the main game, and does not offer much additional enjoyment after it has been completed. As far as Fallout 3 goes, Operation Anchorage is more of a DLC since it adds something which only exists for that bit of time that it takes to play through it, meanwhile Point Lookout and Mothership Zeta are closer to expansions since they add a broader range of new content and new areas which you can explore without leaving you with some sort of "you have the armor, there's nothing more to see here" ending. Although technically correct, modders should really avoid doing anything like that so there isn't any confusion between content created by enthusiasts available for free and content created by the game's developers available for a nominal fee.
