Well windows update will do that, pop up, while you are playing games. One thing I do is use windows update yeah, but I'll disable the service after I get the key updates via MsConfig. However note that I said Key updates, by this I mean since I have windows XP I only get the updates from microsoft which are service packs, SP1 SP2 SP3, and that's it. I can manually update my direct X and anything else. One time I fully updated via windows update, which caused the system to not run very well at all, re-installed the whole thing, then only took the key updates, SP3 was all I needed, then updates for like WMP an internet explorer, that's it, and it worked about 100 times faster as a interface.

Now what you'll want to check also, is open up your internet explorer, click tools, internet options, go to privacy where there should be a box to check if you want you pop up blocker on. Where ever the pop up blocker is, set that on high, and any trusted sites like say nexus downloads, you have to add in at this place in options (also in the cookies) The cookies an overall internet security should be set at default. But say if you wanted to go view a porn site an get a job sniffing pants out of car seats. Then you would manually set your cookies an overall internet security to high which also just about disables every use you migh have. Comes in handy if you are on a not so trusted site for one reason or the other.

Then really all you do is purge your temporary internet files every so often, but only when you know for sure there's a bunch of spyware an other nasty stuff in it. Which you can also purge your windows prefetch every so often, not as often as the temp internet files though. The prefetch is a folder inside C:/windows, don't delete the whole file, just open it, click somewhere hit Ctrl A (select all) then delete, yes, then clean out your Rcyl bin.

Any PC gamer will tell you to follow a guide to setting up your computer for games rather than the idk 10,000 other bland an quite boring uses for it.

The only exceptions fallout 3 has from other games is that

1. it hates overclocking CPU an even Overclocking RAM (yeah even if you ram is factory overclocked)

2.Modern GPU's (grapics card) don't get along with Fallout's Software when it comes to AA an AF (Antialiasing and Anisotropic Filtering)

But a simple fix is to turn off fallout's AA an AF (performance) then in your grapics card control panel set it up so that AA overrides any application setting, and pick whatever AA an AF you want, as being supercharged performance AA an AF you can pick higher settings which are both higher quality an performance than the AA an AF inside fallout's software. All the other games work better by letting the 3D application decide.

Besides that you can follow the tweek guide @ http://www.tweakguides.com/Fallout3_1.html for grapics settings. Which at that web-page you would also find guides to setting up a gamer PC, stuff like running MSconfig, and turning off services that you don't need, setting up page files (virtual memory) Firewall settings, the list goes on an on. You could also search for guides on the subject, and even pick up a PC gamer mag, which usually release special edtion versions for building your own computer, which also have set up stuff. Bringing out the performance an stuff like that.

We all use FOMM to launch fallout 3 via FOSE, FOMM will auto detect if you have FOSE because all those utility programs get installed in the fallout 3 folder (which is the one which has the actual data folder in it) Anyhowz one of the bonus things about running FOSE besides it's super awesomeness is that for one it disables the disc check, and also GFWL (games for windows live) Woo hoo for less stuff runnng in the background.

Then like all overcaffenated been up all night with bug eyes gamer, most folks with find a way to alt tab out of the game in order to set the process priority on the game they are playing at realtime, bunch of real time freaks. In fallout to do this all you really have to do is launch the game, click load, but don't load a save game yet, Ctrl Alt Del to open the taskmanager, find the Fallout3 process, right click, set priority to realtime or whatever you like, then hit the X to close the taskmanager, then pressing Alt Tab to enter fallout again. (fallout hates Alt tab though) So it doesn't always work out, but if it doesn't you can do the double load.

Double load, is just a double loaded save game. You launch fallout, load a save game, then fast travel somewhere, when you get there spin the camera around, then press escape, load the save game again, most times the game runs faster on the second load of a save game, allowing you to run secondary programs in the background like say WMP (windows media player) So that while you are running those 8 miles to the end of the heightmap so you can go swimming, it's not so boring. But don't forget to make a power ammor an write a script for it that allows you to jump 20 times higher an run twice as fast. :D
