LE Spells without Level Limitations

Some spells, such as calm, frenzy etc. has level limitations on them. Example: Creatures up to level 15 will flee from fight. I'm asking for a mod that adds a new spell or replaces the existing ones to remove this limitation and simply effect any kind of enemy.

(After this point, I am just trying to help.)This can be done with making this level limit a very high number so there is no character in the game that is higher level than number. Or, if possible, remove the limit completely.

Of course it would be over-powered. That's the whole point.

Skytweak attempts to do this in a way that isn't overpowered. It makes the spells affect any enemy, but scales the duration based on the target's level.
