Lock Pick Seller?

So does any merchant in game sell lock picks on a regular basis? I found that Hack and Slash (the Orc proprietor who specializes in "blunt" weapons in the Imerial City) had one lockpick for sale, but other than that my character has found it very frustrating having to live with the lockpicks that are harvested from defeated npc's/rats/chests/etc. My character hasn't stolen enough to be invited to join the thieves guild yet (at level 20 or so) and my coordination really leaves something to be desired for the lock pick minigame. I'll confess to having resorted to cheating by quicksaving and erloading before picking a lock to avoid the problem of running out of lock picks. So are there merchants in game who sell them on a reliable basis?

Ongar in Bruma sells them, he is also a fence for the Thieves Guild but you should be able to buy lockpicks from him. He usually hangs out in Olav's Tap and Tack but his house is right down the street from the Tap and Tack if he isn't there.

And you don't even have to steal to join the thieve's guild. Just bribe a Beggar up to 70 and ask about Gray Fox.

If you head toward the horse stable right outside the Talos District of the Imperial City and go around the stable staying near the city wall, just a few feet to your right, there's a shady character thats always there and sells lockpicks for 6gp. each. Keep your eyes open for him or you might go right past him.
