Perhaps, but Vagrant0 states specifically in his notice that it's because of his previous account

(which was banned for the reasons you mentioned) as those things would warrant a warning or

at least some strikes, rather than an instant ban. It was probably a combination of things, but

regardless, making a new account to circumvent a ban is a really big no-no.
