Bunches You'd have to make new armor, weapons, locations; if you're actually converting Tamriel you'd have to change all the vanilla quests, somhow restructure the vanilla magic system to act like the One Power, including somehow distinguishing between the way male and female characters use it (have penalties to show madness brought on by Shai'tins taint)... the list goes on and on. It averages about a thousand pages a book, and there's about twenty books out so far with no end in sight; and it's lore gets more complicated every book.
