Hiding the neck seam

What are some effective techniques for mod-users to hide the neck seam? It appears that many armor mods have a component which covers the seam, but many do not.

 

Would a mod exist that changes skin textures to add a small necklace? I imagine it would be impractical to add an actual necklace item to every NPC, but would that be a bad assumption? Are there existing mods which use other methods?

Luchaire's necklace mod would work great for the player, but appears to exclude everyone else. His texture mod of Ozmo's textures seems to suggest to that it wouldn't work with custom races, but comments on the mod are disabled so I have no idea.
