Importing armor mod from New Vegas to 3.

I'm wanting to put an armor mod from New Vegas into Fallout 3. How can I do this?

First and most important, get permission from the original author.

Do not upload anything you did not create without the permission of the original author. If you cannot contact the original author, permission to upload their work has not been granted. The only exception would be if the original author gives permission to use their work in either the mod description or the ReadMe.
