NPCS take offense to unholstered weapons?

Is it possible to make it so NPCS when not in combat take offense to an unholstered weapon and possibly become enemies with you?

You're probably referring to something like in Oblivion, right?

I agree, in Oblivion, you had that penalty to doing that chatting trick if you had your sword out, but in Fallout, I think, aside (maybe!) a speech check chance penalty, there's little penalty to having your gun out.
