Why would things start flying around because of the recieved framerate  I've played skyrim on 60+ fps and apart from some tearing once in a while it was perfect I know this thread is a little over a month old but I thought I would comment. I recently did a massive upgrade to me rig including purchasing a 144hz monitor. Before hand I had some difficulty playing skyrim on higher settings and could not even mod it. Yesterday I installed skyrim for the first time on the new rig and then proceeded to mod it. I then started a brand new game. Game play started out normally. Riding in the cart with the stormcloaks. Normal that is until I moved my view to the left. Almost instantly the horse screamed and my cart and the one in front started flying and spinning through the air. All the while the characters continued talking as if all was normal. It puzzled the heck out of me why it did that. I restarted the game and began again. This time I did not move my head around until off the cart. All then seemed fine. Played through the starter cave and everything. Then I got to the river and it began to glitch out and interrupt the sound. I thought perhaps the pure water mod I installed had caused a conflict. So I decided to go make a clean save in a building to change its load order. Went into the blacksmiths shop in reverwood and objects were moving around oddly. Making a racket as if people were stomping on the roof. I saved the game then uninstalled all mods as I thought it was a conflict. Same results. I then reinstalled the base game. Same results. Started a new game. Cart went crazy again. I then did some research. Discovered a post not unlike this one. Reduced my refresh rate down to 60hz. Fixed it. So I can confirm beyond a doubt that everything ins skyrim is locked to 60fps.
