I can't tell if this is a skybox, weather, or other graphics error?

I thought that this might be caused by an ENB, so I turned my ENB off and it's still here. the sharp geometric shape has something to do with time of day, and it changes its orientation to you depending on where you're facing.

 

I only have seen one other person with this kind of error here on steam, but the poor guy got no help.

Since it changes orientation, bad sunglare (textures>sky>sunglare.dds) texture maybe?

I fixed it based on a hunch. I turned off Climates of Tamriel because it conflicted with my (first time using) ENB, but I didn't uninstall them, just unticked the ESPs/ESMs. apparently fully uninstalling them fixes the sky issue.
