Point Lookout difficulty problem

Anyone notice how much harder the enemies are in Point Lookout? I play the main game in normal difficulty, but I had to turn point lookout down to very easy, and it's still harder than the wasteland. What's up with that? It's not so much that it's harder, it's thet the difficulty isn't matched with the rest of the game. For example, a typical raider will fall to a single short-range shotgun blast to the head, but the swamp folk can take about 5 or 6. Does anyone know why this is? I'd like to make a mod that corrects it.

Yeah, I've just mad a mod now sorting it. Regular raiders are about 80hp, when the player is lvl 7 onwards. But the Point Lookout psychos have new enemies that spawn with 300hp, when the player is lvl 20. So whereas the raiders never climb about around 80hp, then Point Lookout freaks get to about 300hp. That sucks to me, since I can kill a raider with two shots, then an hour later I'm in Point Lookout, taking 12 shots to kill a local. Just sucks for the immersion of the dlc. It's only that DLC that does this, the others are fine.
