Jenrai
Tried all the usual? Reinstalling graphics driver, installing another (similarly high demand if poss) game and seeing if that installs & runs alright? My first guess would definately be something revolving around the Graphics Card. The Problem is, even by todays standards, Oblivion is an exceptionally high demand game on yer GPU, so it may be quite difficult diagnose the issue. I hesitate to ask, as I know not everyone has endless resources, but would you happen to have an old/spare Graphics card knocking around? It may feel like you're downgrading, but if its a fault with the drivers/card, this may well be the best, if not only shot, you have at identifying it. Retribution
Well, like I said earlier, the game looked fine, but was terribly laggy before I installed Disc 2 of GOTY edition. It runs perfectly now, except it looks messed up.

One way is backup the launcher before GOTY disc 2, then use that instead of updated launcher. I heard it will allow you to re-configure graphic options for that case. Even if you've just got one clipped microchip on there, or if, like LFact suggested, its been misidentified, it could produce a wide variety of effects from botched lighting (HDR is one of the most frequent things to freak out on a damaged/misinstalled/misidentified card because that ain't low demand either) & graphics to random slow downs to complete system crashes because its simply not doing what it should be doing. Your computer sends info to the card, gets a mismatching set of info back and goes "wtf! /wallbash* wich is represented on your screen in any number of different ways.
