evilneko
You see the orbital strike for the first time very early on in Broken Steel. I won't say what they shoot at since you say you haven't finished yet though, but suffice to say, I figure that first shot was a test (initiated perhaps in some desperation) of a weapon they didn't have full control of, and the weapon probably has a tremendous downtime between shots--otherwise, it WOULD have been fired at the Citadel long before the player could finish Broken Steel. falloutperson416
The Enclave and BoS have to completely different methods of rebuilding the wasteland: The BoS want to save the people of the wasteland, The Enclave say "To hell with the people of the wastes, put the FEV in the water and let it do its job"
Lawlder
The Enclave's goal is essentially to wipe out, or at a minimum subdue, everyone who is not Enclave. That is not true as of Fallout 3. According to Autumn Eden decided to leave the FEV plan "months ago", but Eden returned to his plan after meeting with the Lone Wanderer. If Lone Wanderer had not existed, what would have happened to Eden's plan? He is certainly not capable of pushing the right buttons in the Purifier console. It's Autumn who does that and Autumn didn't want to use FEV. That makes the "Autumnist" Enclave an organization aiming to actually restore pre-war America and rule over the locals instead of killing them.
