Looks like it's time for an article on how to troubleshoot - Until I do it this will have to suffice.

Troubleshooting is a matter of elimination, not 'it's gotta be this one'. Once you know which mods did not cause the problem, you will know which one did.

What mods did you add just before this problem started?

If you made the noob mistake of loading a large bunch of mods all at once, you may be better off just to start over.

Just deactivating a mod does not always remove all of its parts, but it is a good place to start.

Deactivate about 10 mods at a time. preferably in the reverse order that you installed. Then test. If the problem goes away, it is in that group. If not, deactivate 10 more.

Once you have narrowed it down to a group, put all other mods back and test to be sure your game works properly.

Now, install ONE of the mods from your suspect group and test. repeat until yo find the problem mod. Now make sure the game works properly with just that one removed.

If after deactivating all mods the problem is still there, it is not caused by the esp/esm part of the mod.

Now, revert to vanilla state - the game with NO mods installed at all.

Here is my revert to vanilla article - how to go back to the original state without reinstalling.

If you do this, you will have a clean game with no mods. It does not affect the patch level. However, it does remove anything in the data folder, such as OBSE plug ins, meshes, textures, Sounds, music etc - anything that is not in the bsa files.

It does not remove any saved games or do anything to the Oblivion.ini file. - Just remember those saved games are useless until you get the mods reinstalled.

Now, start reinstalling your mods. a few at a time - and test between each small group. Unless you are sure the problem is not in them, do not copy your meshes, textures, stc folders back but install the mods from their zipped files just as if you just downloaded them.

Always test between mods, or you may end up with the same problem again.

Its alright i fixed it :D uninstalled then installed again...

makes me think of bens sig: Sometimes I think we spend more time getting Oblivion to work than we do playing it - I know I do.
