Character swinging weapons really fast, not sure why

So I have been installing mods to use for a new playthrough and I launch the game and run around a bit after each one to make sure the game doesn't explode, but it seems I should have done more because all of a sudden I realize my character is swinging his weapons (one handed, two handed, and fists; spells and bows seem uneffected) very quickly and without loss of stamina

I'm just loading an old vanilla save over and over (with mods put on top) to test it each time I put in a new mod, but I'm not sure which mod is causing it. However I do notice that when I load the save, he swings his weapon at normal speed, and then I get about a hundred messages in the top left from mods that are initialializing, and at some point the character starts swinging the weapon fast.

I should mention my character is really high level and has high skills so maybe a mod is using that info to make him swing faster? I have tried loading the vanilla save with all mods, then making a save, then disabling the gameplay related mods like SPERG and Locational Damage then reloading the (modded) save but it didn't fix it

I'm using Mod Organizer.

OK, after messing around a bit more, I think it is SPERG causing it.

I tried enabling all my mods EXCEPT SPERG, letting my vanilla character process them. No swing speed issues. Then I make a modded save at this point.

Then I quit game, enable SPERG, load the modded save. SPERG converts the character and then he swings really fast again. So I think it is SPERG rewarding my character's high skills or something, but it seems way too fast to be that... I'm swining a 2H warhammer multiple times per second, it seems like something is causing it to be maybe faster than SPERG tries to make it?

There is a known bug with weapon speed that SPERG attempts to correct for, but it's possible that it is overcorrecting.

Try typing player.getav weaponspeedmult into the console. You should get either zero or a number between 1 and 2. If the number is more than 2, SPERG is overcompensating.

Go into the MCM and select SPERG. In one of the submenus (Compatibility if I recall, it's been a long time since I used SPERG), there is toggle for weapon speed fix. Turn it off.

By the way, it looks like you have SkyRe plugins but not SkyRe? I don't know what the deal is with that, but I do know that SkyRe is incompatible with SPERG. Could be a conflict between the two.

If you are adding SPERG to a save game it is possible your weaponspeedmult was previously increased either by script or by spell, and then never returned to its original state. Did you uninstall any mods on this save?

My weaponspeedmult is 2.00, but disabling that weapon speed thing made the weapon speeds closer to normal (They seem slower than vanilla now, but maybe that's because I'm used to this crazy speed!). The option was in Advanced.

The only SkyRE module I'm using is races, it shouldn't conflict with anything else I'm using.

The save was vanilla before so nothing uninstalled.

All that time disabling mods and I should have just looked in the MCM menus... I guess that's a learning experience <_<
