Invisble NPCs?

For some reason when i explore FO3, i find these invisible or camo monster npcs. I simply cannot see them in game but my radar states there in front of me and i cant attack them in vats (yes i can target but it says 0% chance) i don't know why this is happening but it has been like this for a while. it could be because of a mod i don't recall downloading any mod like this other then some sort of a enhancement pack. And I cannot find anything in my load order that does such a thing. So anyone know if this could be some sort of problem or a mod? please help. thanks

PS:

No these NPCs are not shown as a red diamond with a " ! " inside.

I'm currently running Fo3 1.7

and 100 something mods.

 

EDIT: forgot to add, only a few npcs are invisible. say of every 10 miurelurks, there will be 4-7 invisible ones.
