Mod Deleted, Still Problems! Help Please

Okay, so i downloaded a mod off of the nexus site for fallout 3 called "5x Faster waiting". When i downloaded it, the mod itself worked, but there is a problem. As found in the mod's comments, this mod has a bug that can make your character and any npc's run extremely fast. This happened to me, so i uninstalled the mod through nexus mod manager. When i uninstalled it, the problem persisted. I even tried some console commands such as: "SetGs fMoveBaseSpeed 77" and other console commands that have to do with speed. I also started a new game, and this didnt help. I pulled up FO3 Edit and checked for any other possible speed mod conflicts, but i could not find any. Please help, for i would much rather not uninstall and reinstall everything, for i have over 100 mods installed. Thankyou.

UPDATE: I was in the chatroom and it was suggested that the reason for this problem has something to do with the game's in game time was somehow altered to be a "rediculus" amount, "for example -5". Don't know if this helps.
