So my laptop has about 8GB of RAM, and I realize that Skyrim only uses around 2 GB. My problem is that I booted up Skyrim and noticed that it was suddenly was lagging. Checking my task manager, it said Skyrim was only using 850MB of RAM. How do I fix it?

bottlenecking means is if one component is weaker than another, lets say the graphics card is bottlenecking the CPU. for gaming then the experience is hindered. The CPU can do its task, but the graphics card is so weak that it can't render the graphics. For you it means that your CPU is more powerful than you GPU in this case.
