FNV is Acting Strange

FNV is taking like 4-5 mins to load. I can run 4g exe but not with fake full screen exe. In the game my frame rates are low and I get a slight pause when i move (like take 2 steps pause , feels like a sutter). If I die the game stop responding when it trys to load the last save. here is my dxdiag:
