Dilvish
What are the best non-quest items you've found so far? My character is level 23 now. I'm amazed at the quality of the loot he is finding during his random explorations in the caves and ruins of Cyrodiil. He fights with a sword and shield so I think this is the most powerful item he's found yet: Necklace of SwordsReflect Damage 33% on SelfFortify Blade 25 points on Selfvalue 15,750 gold

VaanicOne
I found a "Cuirass of the Blood Legion", it fortifies my heavy armour by 10 points, and is daedric, so it's the best I can get anyway. The weatherward circlet is amazing too, when you get it at a high level. 35% resist to both fire and frost is pretty damn good - especially if you're a dunmer - which means that no fire-based creature (and Oblivion has more than it's fair share of those) can hurt you. Rhydderch Hael
They're randomly generated items you'll find by simple dungeon crawls. One likely source for the rings and such are the higher-ranked Dremora in Oblivion.
