Mediocre FPS with high end PC

Recently got Oblivion (steam version) and modded it up (yet I'm not done yet) and it seems outside of the tutorial I'm getting pretty mediocre FPS for my PC's specs. Running around in Imperial City Markets (with Better Cities disabled) I'm getting ~25-30 FPS while moving but it stutters/drops to ~15 quite often.

 

AMD Phenom II 965 3.4GhZ Quad-core

Radeon HD 5850

6GB Ram

Windows 7 Premium 64-Bit

 

Mods I have enabled:

Qarl's Texure Pack III

HGEC

Xenius' Race Compilation (playing as a female Moon Elf)

Unofficial Oblivion Patch

FCOM

All Natural - Weather/Real Lights (at the time it was raining)

Lynges Thieves' Highway

Midas' Spells

Natural Habitat+Natural Water

No psychic guards

Reneer's Guard Overhaul

Streamline

Thieves' Arsenal

Unique Landscapes

 

I have all the settings in-game maxed (although I probably should lower some of the ones that hardly make an impact) and running on 1600x900.

 

Also I have a question about Bloom/HDR/AA if someone could answer. I have All Natural - All Lights so I'm not even sure if I need HDR active or not, for all I know it isn't doing anything. Problem with HDR is with it I seemingly can't have AA and without it my character looks all rough and crappy. In the case that I don't need HDR active, what's generally considered a good AA setting without having a big impact on FPS? Seems like my character is still a bit rough if not on x8 :/

Edit: It also seems as if even when I close my console (after opening FPS info via tdt) it'll continue to open itself back up for whatever reason.

I will try to read the information on the links you gave me but ther is a lot to read I am legally blind its hard to read a lot at a time and I figured my computer was clser to the minim Iv been told that inter graded video cards are not as good

Regenerate the Oblivion.ini <-- If you had to install the latest patch, follow up with this

Outdated Optimization <-- just so you know, avoid these...

Stabilization Mods <-- stabilization can help with performance too, a lot actually...

Edit: Do not use the in game AA. Read Albertine's guide for info on that. FCOM hits the CPU hard, and so do cities (full of AI packages on NPCs.)

 

Real Load Order <-- you can compare your specs against some other users' running heavily modded setups

PC Specs & Speculations <-- FYI: Do you have a sound card? If not, install Quiet Feet MAX

Optimization <-- you may want to investigate PyFFI

What is the console issue? HDR and AA cannot be turned on at the same time in Oblivion, but there is no reason to turn off HDR with All Natural. It is not a requirement, however. Did you check out Albertine's guide (as I suggested in my previous post)? You can turn on AA outside of the game.

Tried most of the changes in Albertine's thread and if anything have noticed a loss of FPS. ~25 FPS outside Cheydinhal sitting on my horse. Lowered my object/actor/grass view range, disabled shadows, etc. Entered combat with a bandit and FPS dropped to <10 for the duration of the fight, first time I've seen that happen. A friend of mine tried the changes in Albertine's thread and even with a PC worse than mine (and mine is better than Albertine's) his game runs smoothly with similar mods (although he's nvidia, not ATI).

 

edit: Hell, tried looking straight at the ground with shadows off, no grass in sight, still only got ~30-35 FPS. Tried looking at the sky, even with some swaying trees on my screen, ~55-60 FPS. Looks like for whatever reason my Oblivion is having issues with the ground textures (Qarl's) which really should be fine given my PC specs.
