Basically Tek, reinstall, and start rebuilding your game mate. Play test thoroughly and keep in mind that 30FPS is actually faster than a Hollywood movie. You're not seeing low FPS. You're seeing transition periods between FPS rates and stuttering. BTW - reason your FPS was capped was likely streamline mate - By default it caps FPS at 30. Also - Halo 3 runs Capped permanently at 30 FPS. If you've ever played it you'll know that that's likely as fast as any game needs to run. Yes, you can go faster, which is usually only done for bragging rights and nothing more. Your games actually LOOSE functionality when you go much higher than that 60 FPS mark. There's only so much information a monitor can display at that rate, even the newer ones, and also only so much stuff your brain will take in.

Good point  30FPS is what TVs run at and I believe console games are capped at that as well.

Oblivion is Oblivion lol, you gotta except it. No matter how powerful your system is...it still runs like garbage haha...game just wasn't optimized very well. Jeez, I went from a 7950GT to a 5770. On the 7950GT, it would run average about 45FPS outdoors and way over 60FPS indoors (with QTP3 Redimized and a number of other texture replacers...man that card was godly) . I get the 5770 and it runs an average of 50FPS outdoors now lol...and still studder steps when trees load.

Getting a sound card helped with performance too lol...about 5 extra FPS  Nice though, you can hear everything without sounds cutting out..and it doesn't studder when an enemy attacks anymore.

Mods slow it down too (especially ones that change a lot of stuff) and the load order is so important. I had one mod out of place once and the game would crash before even getting to the title screen...

All I can say is...wow that's a huge mod list  I though I was bad using 95 haha.

Hey guys...

Sorry, ive been a bit buissy ATM..

I just re-installed oblivion. Im going to start installing mods now-

One thing. Say i do what you guys recommended, install what i need and start building up from there. What happens if i get to the point when im done, and i still have mods that i had installed prior, and not now? would that mean i cant continue from my original save?

Thankyou all for your very intelligent, well put together, lengthy suggestions!
