TheUsername
Thats basically my problem - for example the market disctrict - lets assume there are 5 NPCs around that are normally moving from one place to another. While 3 of them are walking, two of them stand idle - the next second, the 3 guys walking stand around idle (doing nothing, not even talking with each other) and the former 2 idle NPCs start moving. It annoys the crap outta me and I'm sure thats not how it supposed to be as I've never noticed before.
Tomlong54210
That is AI overload. You need to turn down actor fade (video setting), and/or remove mods that increase the number of NPCs (on screen.)
TheUsername
Turned down actor fade as much as possible - disabled ALL mods. Same problem (on an old safe though) will test with a new game and then report back. Could this be caused by faulty hardware or some ini settings some mods *banned* up? Edit: Same problem on a new started game

Tomlong54210
If you do not have a sound card, install Quiet Feet MAX. Optimization - http://sites.google.com/site/oblivionpoinfo/optimization <-- see "Optimization Mods" and "Stabilization Mods" Edit: A process might be interfering as well, so try a clean boot. http://www.ehow.com/how_5331553_clean-boot-windows.html Reset your codecs too - http://www.codecguide.com/download_kl.htm When you reinstalled, make sure you regenerated the Oblivion.ini and installed the latest patch (unless you used GOTY and installed disc 2, which is already patched.) bben46
There are certain mods that will cause NPCs to stand around. Usually until you come within a certain distance then they start to move.Renieers guard overhaul, among others, can cause this. Depending on other mods and settings. And as TomLong says, the number of NPCs can be a factor. Remember when you first enter the market there may be as many as 5 NPCs behind you - 2 to 4 guards at the gate, a beggar, and possibly some other NPCs who came through the gate just behind you. Then there will be 5 or 6 that you can see in front, and possibly that many mode that are in the cell, but hidden by a building. Then there are other factors. Such as rain that will cause delays in things such as the number of NPCs moving. I have a test save in the market district at noon during a heavy rain. There are many NPCs about ( I have never counted but I suspect as many as 12 or more) and typically my FPS drops to a low number. I use this for testing because under the best conditions this save will be barely playable. So any other problems will show up quickly.

My E8500 Core2Duo does way better, and I am used to seeing 15 NPCs at a time in the IC in the Market District. I also use RGO. You should check your system temps. Make sure your system is not overheating. I cannot think too much on this issue at the moment, so try reading through this: http://forums.bethsoft.com/index.php?/topic/561101-unofficial-technical-faq/ Usually, I would go through that for you, but my time is limited at the moment, and this issue might require a lot of thinking (figuring it out the cause.) Edit: Does the problem persist without any mods installed (and not just disabled)?
TheUsername
Yes it does. Gonna check temps now.
BlackerrR
Maybe it's the problem in NPC AIs, because many of NPCs requires that player is in cell or worldspace where NPCs are, just my opinion...these can be fixed with disabling mods that alter AI...or try opening console and type "tai" without "...
