Where should I buy Oblivion?

I plan on buying Oblivion but before I do I'd really like to know what version I should get. I plan on heavily modding the game once I get it. Are there any incompatibilities or problems with modding the Steam version?

You should get the game of the year edition since all the DLCs are in it. Also, there aren't any problems with the steam versions

Be certain you don't buy the GameStop/Impulse version if buying an on-line version as those aren't compatible with Oblivion Script Extender (OBSE), which is required for many modern mods. Either the Anthology version (which requires a Steam account as far as I know) or the Steam version are the only viable choices (but I can't say for 100% certain the Anthology version works with OBSE).

So if I get the Game of the Year Edition Deluxe from Steam I should be fine?

Yes the Steam GotY Deluxe is the best way to go these days.
