Oblivion Face Bug

I need advanced help with the vampire face bug in Oblivion.

My basic system specs are:

Processor: i5 3.1GHz

Graphics: GT 430 2GB

Memory: 4GB

I would also like to mention that I have tried every fix I could find on Nexus including the one intigrated with the UOP.

Perhaps it's your Vampire Overhaul mod? You could try removing that mod and checking what happens.
