You need to bring Alistair along with you and make all the 'wrong' decisions, i.e. killing innocents, Connor, etc. until you reach -100 approval, then this dialogue will auto happen. You need to bring Alistair along with you and make all the 'wrong' decisions, i.e. killing innocents, Connor, etc. until you reach -100 approval, then this dialogue will auto happen.
