Install both the UOP and the UOP supplemental (afterward) as OMODs. That's simple and it works. However, you should be fine just letting the supplemental overwrite anything. If you had OBMM, you would know which mods you might need to reinstall.

so this is the order i installed the files in:

uop

uop supplemental

usip

unofficial official mods patch

and every one of these files is a self installer except for the uop supplemental is this the correct load order and should i just let the supplemental overwrite what ever it wants? thanks

Yes. You would have more control of your installation if you used all OMODs, but that will work as well. I recommend installing the UOP supplemental last, but the others should not overlap.

so my next question is then, what does omod stand for other than oblivion mod (is that right?)

and what is the difference between the mods i listed above and "omods" thanks

Omod's are OBMM (oblivion mod manager) format. It's a tool used to install mods, that has a conflict detector, but it's most important feature is disabling mods: when you disable you mod all the files that belong to that mod are removed from your data folder and can't cause conflicts anymore. I higly recommend you get it: http://www.tesnexus.com/downloads/file.php?id=2097

Oblivion Mod Manager - http://sites.google.com/site/oblivionpoinfo/prep/obmm <-- make sure it is setup correctly for your modified setup

OMOD Installation - http://sites.google.com/site/oblivionpoinfo/installmods/obmm-installation <-- You'll have to pack the UOP Supplemental, as there is not OMOD version of the upload. There is, however, and OMOD version of the UOP v3.2.0 on its Nexus page.
