What Program Do I Use To Open ESP Files

I need to kno what program to use to open Just Plain ESP files for most winrar works but some it just dosnt work

To open and manipulate them? The Elder Scrolls Construction Set. You'll need to put them into the Oblivion data files, open the CS, then go to 'open' and tick off the oblivion.esm and the .esp file.
