Why hasn't Bioware released the Toolset for Awakening?

They probably want to address the significant number of issues with the expansion before making the module editable by end-users. Sure are taking their time though, I expect the verification processes they have to go through to release patches for the console versions are having a knock on effect for pc users...

Retry might be right. I've heard talk on the Nexus that there are legal issues with, like with the DLC, because you don't need Awakenings to run the toolset (just DA). So, piracy issues, or some such thing. Granted that's all speculation, but seeing as they haven't officially added resources from Warden Keep (I think), which is plenty older than Awakenings and was Launch Day DLC to boot, I doubt they have any intention of adding Awakenings. I'd love to hear their justification for it, myself.

 

To be honest though, I'd be more upset at pirates that make all these damn rules necessary in the first place.

Well, with each passing day I too lean more toward this line of thinking. It's entirely possible they don't intend to make expansion modules editable by end users, which will leave us with all these joyous bugs for the forseeable future.

You would need Awakening to be able to access the new items and creatures added in an Awakening-compatible toolset update, since the models and textures are not a part of the toolset. As for not including the DLC resources, Bioware didn't include the major resources for the Neverwinter Nights Premium modules in that game's toolset.

Are you sure? I thought that they did exactly that.

Are you sure? I thought that they did exactly that.

 

They never included the area files and story specific content; only things that were of general use to builders, and generally only after some time had passed since the release of the Premium Modules.
