Forced Dialogue

Add an ambush package to the NPC, with the target being the player and the location being the cell in question. You may want to add extra conditions, such as a quest stage, if you want. With the package, the NPC will wait in the cell, periodically checking for the player. When the player shows up, the NPC will activate the player, talking to him.
