Enemies Spawn w/ Extra Gear?

Recently, I've noticed a strange trend with some of the random encounter enemies I've been seeing, mainly Enclave Officers and Raiders. The last few Enclave Officers I've seen have had up to three copies of the Enclave Officer clothing at a time when I loot them. Also, the last set of raiders I found had multiples of their weapons... One had two M249 SAWs, 4 RPK's, and two Shrike Ares (all from the !9th and 20th Century Weapons mod). They two incidents could be unrelated, but I just wanted to check.

 

The mods I have installed that I think could affect it:

 

20th Century Weapons

COOL Enclave Armor Replacer

Mart's Mutant Mod

->Options for MMM: Increased Spawns, Natural Selection, No Skeleton Decay, Tougher Traders, All DLC (I also had the "No Respawn Zone" Resetter, but I disabled it.)

Darkness Quest (I recently added that, around the time these popped up.)

Some Katanas (Same as above.)

Might be MMM. That's the only one I have experience with and I know what it does, though. What does the Darkness Quest do? Does it have anything to do with the Enclave?

The Darkness Quest is just a quest mod I loaded recently, haven't got around to doing. Didn't know if it could have something to do with the screwups, just thought that it might've been it since the errors popped up right around when I loaded it.

 

And it's not like this is a very high priority bug or anything, I just wanted to know if it could be fixed.
