email address already in use?

Hello. I have a question I couldn't find an answer to. I've been helping people get fallout 3 working over on the steam forums and directing them here for important files and mods. problem is, twice in the last couple weeks, they've reported to me that their email address's came back as being used already. I told them just to make another free gmail address and use that. so they did and it came back as being used as well. even when I told them to make up one that no one else would possibly have.

why is this happening?

Perhaps it's something to do with Gmail? Or maybe the users? I can't imagaine what could be causing this on the Nexus end of things. Perhaps trying another email provider could help.
