May be it's just a non-official additional race? If so, that's pity. I'm using now Smooth Faces + Imroved Facial Textures + 3 additional textures. Actually it's converted from Sims 2 hair(distributed publicly under original author's permission..), and it's kind of modder's resource. You have to use Construction Set to add those hairs to any race you want(unless someone already made plugin). Also check Ren's Beauty Pack and idkrrr's races. Ren(aka Louis in Korean Oblivion community and Sims 2 modding community)'s race and resources are so popular(and she gave permission to use her resources), so you can find her hairs in many cosmetic mods.
