Cannot alter load order in Wrye Bash

Hey everyone, I did a search for a similar problem but didn't find anything so I'm making a topic here for it.

 

I am following TR0LL's guide for setting up oblivion ( https://docs.google.com/View?id=dq2p85r_8cqgfb9gt ) and am at the point where I have to use Wrye Bash (a program I've only just heard about). Anyway, it says I need to move the load order of various files, for example Better Cities files, to the bottom of the load order by using ctrl + arrow keys.

 

Well I select a mod with the mouse, it highlights blue, and I try and move it using ctrl-down (not keypad) and nothing happens. I am unable to drag and drop mods to change their order. In fact, I have tried just about every kind of manipulation I can think of and nothing will move. I have read that "lock-times" is important (although I don't really know what it is anyway) and it is checked. Auto-group was checked by default so I left it. These mods all have checkmarks next to them as well if that is important. There are a few pictures near the bottom of TR0LL's guide to show what I mean by checkmarks.

 

Any help would be greatly appreciated!

IIRC lock-times means you cannot move them
