Reason for the banPiracy of Skyrim/Creation Kit... well i dont know what to say ... anyway if you have a good link from where i can download a creation kit that can run for a boxed version (not steam version) ...Skyrim is Steam exclusive, which means you need Steam to have a legal copy.... wait i think that i found it (ck) ... i ll need some time to download it ... i ll return when its running...****ps: the installation instruction in the download (its a 7z file) says that i have to extract everything in the skyrim folder...Creation Kit (ck) is available on Steam (exclusively)...and doesn't come in a 7z archive.
