I bought Mothership Zeta from Windows live is there anyway to play it off line.

When you bought it from WIndows Live it should have been downloaded and saved to your install folder.

 

To play, launch the fallout3.exe, select data files from the splash screen menu, ensure the zeta.esm file is selected (is checked in the box) then launch the game and reume from any saved game desire. Shortly after resuming from the save you load you should recieve a pop up notification alerting you to a "strange transmition" thus unlocking the Mothership Zeta quest.

If you want to play the game without Live, Get FOMM and launch in FOSE mode

or move the dlc's files to your data directory
