Johssy
Not so, Quetzlsacatanango, I'm the bestest of friends with both factions. And wouldn't that kinda ruin the Operation Anchorage dlc?
Brianide
I have the same issue on my current playthrough. It has to be a bug (maybe introduced by a mod), because there was literally nothing to trigger it. I just ran into them while walking from location to location and they started blasting, and I didn't so much as have a weapon out. The only other thing that was amiss was the fact that Aiding The Outcasts was not showing up on my quest list, which I didn't notice until this started happening. I tried SetAlly and SetEnemy and every other console command that seemed relevant, but the only thing that made them stop shooting was removing myself from the Player faction, which obviously wasn't very practical, so I've just been coping with them being hostile. There's several mods that claim to fix the issue, but none of them got me anywhere. Incidentally, I used to save very, very frequently, and I've actually found the first save where it started occurring and the last "clean" save before it. They're about twenty minutes apart, and as far as I can tell, absolutely nothing remarkable happened between them.
CommandantOreo
If you enter Fort Independence and go to the Basement, all Outcasts there will be immediately hostile. Atleast, until you get permission. Im not 100% sure, but maybe its even just entering the place unwelcome

Hello! this works for me, big nukes that miss buildings have to hit somewhere...sometimes it is them heheh. Occasionally Brotherhood Outcasts will become flagged as hostile to the player, even if the player hasn't committed any crimes against them. Here is a series of console commands you can use to fix this, and reset theOutcast faction to friendly with your character. Some of these may be redundant, but for the sake of being thorough use them all. player.removefromfaction 00033089 ; (removal from Outcast enemy faction)clearfactionplayerenemyflag 0001d3ff ; (clear Outcast crimes)clearfactionplayerenemyflag 00030520 ; (clear OutcastGeneric crimes)setally 0001b2a4 0001d3ff 0 0 ; (sets player faction and Outcast friendly)setally 0001b2a4 00030520 0 0 ; (sets player faction and OutcastGeneric friendly) freddiethe wiki is your friend.
