yeldarb
If you are playing on a computer with Vista or 7 as the Operating System,You want to install Oblivion outside of Program files and UAC monitoring. I use C:Games\Oblivion. Make sure you have activated the esp's for your mods. I am recommending that you download and install Oblivion Mod Manager (OBMM) TESNexus php?id 2097. This Program gives you access to different types of archive invalidation(I use BSA Redirection), it allows you to modify the load order for your downloads, and it allows you to create and use OMOD's.The Help button in OBMM is how you access the readme and FAQ's for OBMM. yeldarb
As long as UAC is not interferring it should be fine.UAC is a good program to have if you use your P.C. online, but it considers all mods to games as threats to your computer and keeps them from running. The reason I place Games in front of Oblivion is so I can have all of my moddable games in one file,Dragon Age,Morrowind,etc...

Fonger
i uninstalled it and reinstalled it and copied and posted(replaced) files too but got no cigar. did i miss something? If you are using OBMM (Oblivion mod manager) . . . check that the mods are there and selected then if they don't appear check if you are looking in the correct place for them ... female mods usually don't appear on male characters (yes there have been a significant number of threads about this lately) and lastly make certain some form of archive invalidation is activated if you don't know what this is, suggest the mod of the same name. almost forgot, some mods simply won't happen unless the game is patched to 1.2.0416

yeldarb
Try playing with your Load Order in OBMM. Some mods have to be placed in the correct order to work with all of your other mods. If you have popular mods that are not too new you can try BOSS TESNexus php?id 20516. Make sure to get the most recent BOSS log.
