FOSE crashes on startup

Ok, so ive been playing Fallout for quite some time now, and when ever i try to use FOSE, it just won't start. I know ive installed it correctly. i followed the readme, ive patched fallout to version 1.7.0.3 and ive got the latest version of FOSE. Ive even tried starting it without any mods enabled, And i'm starting it through FOMM, when i click "Launch FOSE" it closes the mod manager and I get a black screen and a bit of the menu

music followed by this error: "

Please help, i really want to try the real time settler mod.

P.S. Im running Windows 7 ultimate on a dual core AMD chipset with 1 GB of RAM on an MSI motherboard.

UAC isnt it, i have fose_loader.exe set to run as administrator. And when i start the fallout.exe it does crash, it could be a bad file, i forgot that i reinstalled the game yesterday. And i looked at the file sizes of my fallout.esm backup and my current fallout.esm and the current one is bigger by 2 kb. Could that be from the 1.7 patch?

 

EDIT: It is the patch, i reinstalled again and fallout works without the patch.

 

EDIT2: It works now, i just used the 1.0.0.15 patch
