Game crashes and freezes around Windhelm

I have been having problems around certain cities, (Windhelm especially) and it is cause game freezes, CTD, and game crashes. It happens around the stables and bridge area outside of Windhelm. Below is my load order. Does anyone see a mod that may be causing the conflict? I've deactivated and activated my Skyrim mods over 4 times since I've owned this PC because of problems like this. Please help me out

Im pretty sure Realistic water, realistic lighting and climates of tamriel is the problem, your computer may be strong enough to handle it most the time but if you get near a city you get the exterior lighting and pure weather together which i guess is putting your cpu on edge, but most problems in Windhelm because you get all three mods lighting, water and weather

Do you use anything like the latest SKSE memory options and / or the memory functions of an ENB?

 

Also: do you use a texturepack for Windhelm that adds parallax and / or changes meshes? I had issues with that.
