there are other textures. You can do a search on parallax. Also it's better to judge when you're in game, because it is a 3d-effect. You can just install the textures and see if you like it. if you don't you can simply remove them.

the parallax shader fix enables the parallax shader in Skyrim SE. To see the parallax effect you also need textures that support that effect. Vanilla Skyrim doesn’t have them so you need a texture pack like this : https://www.nexusmods.com/skyrimspecialedition/mods/2347

Cutting Room Floor changes the effect records for the flesh spells. Maybe that is what you are seeing.

Do you use an ENB? If so, try turning it off and see if the problem still exists.

Looks like an issue with a npc from Skyrim at War.esp. I see you installed v1.2, si there a reason you have not upgraded to 3.0?

Does your Skyrim crash without the ENB?

@Sharps97 I am running Windows 10 with ENB and SKSE and it works just fine. Just because it doesn't work for you doesn't mean everyone else will have the same issue.

When in game press SHIFT+ENTER to bring up the enbeditor screen. Under enviroment look for variables for interior (e.g. PointLightingIntensityNight=1.3) and try changing those values. Don't forget to save once you are done! Also see if without the lens-effect things get better (some lens-effect cause glares with fires / bright lights)

Realistic lighting Overhaul can make things pretty dark. Is it too dark too when you switch off SweetFX?

You can use the profiles function for this when using Mod Organizer. You can create different profiles with different mods with it's own savefiles.

I don't understand your question completely. Do I understand correctly that the Book Covers Skyrim.esp is missing the DLC masters (Dawnguard.esp, Dragonborn.esp etc.)?

I run Windows 10 and Skyrim runs just fine. Do you use an ENB or at least the ENBoost part of it?

In the left panel of Mod organizer make sure you have the mods in the right order too, especially DLC's an their Unofficial patches. It's always advisable to watch some tutorials on modding and MO ()%C2"> ugridstoload set to 7 or higher will cause problems sooner or later. It's advised to keep it at 5.

For me the latest version of XMPSE caused issues. I disabled the XPSME.esp (It is only used for the MCM menu and the weapon scaling). Also consider using this tool after you saved your game without XMPSE.esp active: http://www.nexusmods.com/skyrim/mods/52363/?
