No leveling mod?

Is there a mod for Oblivion that removes some of the RPG elements and turns it into more of an action game? I like the quests and adventuring of Oblivion but not the way the combat works. I'd like killing things to be be more consistent throughout the entire game. I.E. arrows are always useful, especially if you land a headshot (does Oblivion have location based damage? It's been a while since I've played) and each sword always does the same amount of damage, some swords being better than others.

I don't mean to cause any offense to RPG fans :)

There isn't one group mod at this time I don't believe however you are looking for the realism branch of mods, there is a section in tesnexus where you can Browse Categories (its a link on the right under the heading Files) and find the realism category. Once you get there I would recommend you set your search criteria to search for number of endorsements and set it to desc (descending) so the highest rated mods are at the top. One personal recommendation to look for are mods by Duke Patrick, as his mods are heavily geared towards actiony, skill based playing along with better ai behavior to level the playing field.

You mean like getting stuck at Level 1 the whole time? If so, KCAS has that option.

This might be worth a try.

I couldn't find a realism section.

I would opt for nGCD over KCAS. nGCD really carries on the spirit of KCAS, but it is newer. If you do not want to do a lot of configuring, go with Realistic Leveling instead. The configurability is one of the special characteristics of KCAS and nGCD.

Would parts of the game be difficult/impossible at level 1?

Actually, you can finish main quest with level 1, only if you can obtain Umbra.(Normally the lowest required level to finish MQ is 2, I think) Of course, good items(including even quest rewards) are (almost)always appearing at higher level.

nGCD will make that harder. It is a smooth leveling mod. Realistic Leveling would level faster than nGCD. Also, nGCD's default settings fit well with OOO, which is make the game a lot harder. Therefore, experience gained per action for a number of skills is lower, significantly so in some cases. RL is more moderate. KCAS, like nGCD, can be whatever you want it to be. KCAS does not change the experience counts, so it will be closer to vanilla in skill rates I believe, but that still depends upon configuration.

If you want the character to develop at the vanilla pace, I think RL is the best bet with the current leveling mods. That is a great choice if you do not care about configurability either. The PC probably will not develop the way you are used to though, but that is the point of adding a modification for the system. They are small downloads, anyway. Try 'em out if they interest you. ^____^

I think tejon's Progress is a good option as well but I haven't really tried it.

Progress is a wonderful mod, the perfect companion to nGCD (and Realistic Leveling too.) However, it is not a leveling mod. It is a skill rate progression mod. You can modify skill progression rate for any skill, and it is largely used for skill progression slow down, I'd say. That is great for overhauls such as OOO and FCOM because it allows users to extend the duration of every level. Those mod up the frequency and intensity of battle with greater numbers of enemies, so without Progress or a level-rate plugin (which most such mods include) the early levels would come and go to quickly, making the user miss out on a lot of the mods' content.
