Advize
It has something to do with the first 2 mods, or possibly a combination of both. I'm thinking you didn't install them properly (I know OBGE can be confusing). I recommend deleting every file that those mods installed. Don't forget to delete the dll in Data\obse\plugins that came with OBGE. Also, I hope you made a backup of your oblivion.ini file as this may have been edited. If so, revert to your backup oblivion.ini You can find it in... Documents and Settings\[username]\My Documents\My Games\Oblivion (Windows XP)Users\[username]\Documents\My Games\Oblivion (Vista and Windows 7) If not, delete the new .ini created by obge and delete the oblivion.ini as well, oblivion will generate a new one next time you load the game. (This will reset video settings and other tweaks you may have made to the .ini)
Tomlong54210
Looks like an OBGE thing. If OBGE is the only OBSE plugin you have installed, just delete the Oblivion\Data\OBSE folder. Try that before regenerating your Oblivion.ini.

That is just there. It is not recognized by the game. Do you have OBSE installed? Did you copy the necessary files out of that folder? Documents do not matter either. That stuff is really irrelevant. Check that you have OBSE installed correctly, and move the OBSE folder (in the Oblivion\Data folder) onto your desktop. Test the game after it has been moved. You should have these files in the Oblivion folder: "obse_1_2_416.dll", "obse_editor_1_2.dll", and "obse_loader.exe. <-- These are the OBSE install files. If you use the Steam version of Oblivion, you should have the Steam DLL instead of the EXE.

Tomlong54210
OBSE - http://tesivpositive.animolious.com/index.php?page=obse <-- follow the instructions here to install OBSE, and delete the OBGEv2.dll from Oblivion\Data\OBSE\Plugins. Please, just do that for now.

ziitch
Alright, you've got the necessary files in the right folder now. No need to delete that obse_v0018 folder, it's good to keep a backup nearby. Now, for OBSE to work, you have to run obse_loader.exe; this injects a .dll into the game that makes use of special script functions not found in the vanilla game. Next, I suggest getting Wrye Bash - It makes maintaining your mods much easier, and you don't have three or four Oblivion-specific shortcuts cluttering up your desktop.
