Malchik
I haven't played the game through without mods yet although I am close to it. I don't believe it is possible to give an informed critique of a game until it has been completed WITHOUT mods. So until I have found the last few quests I cannot answer. However my initial response is that anthing that adds new factions and quests will look good in my eyes.

Povuholo
must have: Natural Environments This mod adds more than 40 new weather types, and makes old ones look better. It looks great, and it barely affects performance. It is being updated often. It was updated this very day (17 june) to include rainbows, fix all kind of small things, and even improve performance. I don't know if this is improving general performance in Oblivion, or improving performance from the previous release. Landscape LOD texture ReplacementandLandscape LOD texture replacement border region Makes the far-off terrain less blurry. No real FPS hit, just slightly longer loading times. I suggest using a mod that removes the whole levelled monster/loot thing as well. There is no special one which is just obviously better than another, you should just find the one you like.
