Random npcs not wearing any armor

For some reason some of the npcs in my game (mostly guards) dont have any armor on them but when I reset their inventory they do is there a way to just reset every npcs inventory at once? here is my load order.

You have that strange problem with having two falloutnv.esm. There should be only one. There have been some other posts with the same thing. I think there is a solution floating around here somewhere. You will have to look.

I have only one nv.esm in my data folder though :/

Just found out it's this mod causing it probably conflicting with something else but I have no idea what it could be :/
