Fallout 3 Mod help

Hey, for some reason, on all of the mods that include buildings that I have downloaded (On Different characters/saves) some of the objects are replaced with a red triangular figure, with a white exclamation point in the middle (Ex. in an Underground House V.4 mod, the Simulation pod was missing) Could anyone tell me why this is happening, and if anything similiar has happened to them or others as well? (By the way, I only got Fallout 3 on Windows and began downloading mods about a week and a half ago, so, im still a bit of a noob)

and if you have Windows Vista you should read Point V ) Installing Fallout and VI ) Reinstalling Fallout 3 as well.
