I am having the same issue as OP, the only difference being that I am having the issue with a custom companion I've created using purely vanilla assets.I have bUseFaceGenHeads=1 set in Fallout.ini and have converted the esp to esm in FNVedit yet still am not seeing any of the changes i have made to the characters facial tones in game. This has been my first attempt at creating a custom npc. If any one can provide some sort of work around or point out something i may have done wrong or overlooked it would be greatly appreciated as i would love to create more characters in the future.
